Gabriel Elefteriu, Fellow

Gabriel Elefteriu FRAeS is Deputy Director at the Council on Geostrategy in London, where his research focuses on defence and space policy; and Founding Partner at AstroAnalytica, a space consultancy. Gabriel has worked at the heart of UK politics and policymaking in Westminster since 2014. Previously he was Director of Research and Strategy at Policy Exchange, the most influential centre-right think tank in Britain, where he also founded and directed the country’s first dedicated Space Policy Research Unit.

In 2021 the UK Ministry of Defence adopted the recommendations set out in Gabriel’s 2018 Policy Exchange paper, “A Question of Power: Towards Better UK Strategy Through Net Assessment”, to create a UK Office of Net Assessment (known as SONAC) reporting directly to the Defence Secretary. Another major paper he coordinated in 2020, “A Very British Tilt: Towards a new UK strategy in the Indo-Pacific Region”, provided the framework for the flagship “Indo-Pacific Tilt” policy that came to define the UK Government’s landmark 2021 Integrated Review of Security, Defence, Development and Foreign Policy. Gabriel is also an Associate of King’s College; a Policy Fellow at Cambridge University’s Centre for Science and Policy; and an elected Fellow of the Royal Aeronautical Society. He holds a BA in War Studies (with First Class honours) and an MA in Intelligence and International Security (with Distinction), both from King’s College London.
